BULAWAYO Minister of State for Provincial Affairs and Devolution Judith Ncube says there must be no mercy on corruption as it undermines trust between the Government and citizens.
Minister Ncube said this today at the launch of consultation for the development of National Anti-Corruption Strategy 2 – NACS2 by the Zimbabwe Anti-Corruption Commission being held at a local hotel.
The new strategy seeks to replace the first, which was launched four years ago by President Mnangagwa.
“As we gather here today, we do so with a deep understanding that corruption is not merely an administrative problem or legal issue to be addressed through policy. Corruption strikes at the very heart of our social contract, undermines the trust between Government and citizens, and robs our communities of the resources and opportunities they deserve.
It is a scourge that affects every aspect of our national development, from the quality of services our people receive to the confidence investors have in our economy,” she said in a speech read on her behalf by the Acting Deputy Director Human Resources in her Office, Mr Roy Jumbe.
Minister Ncube called for wider consultation for the success of NACS2.
She said ZACC must use the experience gained under NACS1 to come up with a better policy that determines how the country moves forward in the fight against the vice.
“Government officials understand that corruption undermines effective governance and service delivery. Local authorities recognise that corruption diverts resources away from community development projects. Civil society organisations see how corruption perpetuates inequality and injustice. Media professionals witness how corruption stifles transparency and accountability. Religious leaders observe how corruption corrupts moral values and social cohesion. Law enforcement officers experience firsthand how corruption undermines the rule of law and public safety,” she said.
Minister Ncube said that as ZACC embarks on NACS2, they have the assurance they have the full support of the Government under the Second Republic.
She said President Mnangagwa has demonstrated his resolve in the fight against corruption as, left unchecked, it stifles development.
“The President’s commitment goes beyond rhetoric and policy statements. Under his leadership, our Government has allocated unprecedented resources to anti-corruption efforts, strengthened legal frameworks, and established robust institutions dedicated to fighting corruption at all levels.
The independence of our justice delivery system has been jealously guarded, enabling the investigation and prosecution of cases without fear or favour, regardless of the position or influence of those involved,” she said.
