Some powerful Zanu-PF individuals were manipulating the DCCs causing unnecessary divisions and tension.
Addressing the Zanu-PF Central Committee in Harare yesterday, President Mugabe who is the party’s secretary, said the decision to disband the DCC structure was reached at Wednesday’s Politburo meeting.
“As we discussed the matter yesterday (Wednesday), we decided that the Central Committee should look at the issue of DCCs and we came to the conclusion that they are serving a divisive process. They are an organ which must go. The Politburo came to the conclusion that DCCs must be repealed. A recommendation would be made to the Central Committee so that it could remove the organ called the DCC from the party,” President Mugabe said.
He said the organ was created to coordinate work so that management of party structures could be made easy but “DCCs have made things more difficult”.
“We have experienced quite a lot of commotion — fighting for places in regard to positions in the DCCs and therefore we have been looking at what is happening and we discussed that in the Politburo. We are worried the DCC has become a weapon used to divide the party,” President Mugabe said.
The announcement attracted applause from Central Committee members. The Zanu-PF constitution would be amended if the Central Committee agrees with the decision by Politburo.
At its formation Zanu-PF did not have the DCC organ. Provincial structures are now expected to play a pivotal role in the coordination of party activities. Last month, an extraordinary session of the Zanu-PF Politburo resolved that the party’s national political commissar should investigate disturbances that occurred in some provinces during DCCs elections.
There have been reports of imposition of candidates during the Zanu-PF DCC elections, especially in Masvingo and Manicaland provinces. Zanu-PF spokesperson Cde Rugare Gumbo said the Central Committee upheld the Politburo’s decision.
“The major issue that was discussed was the issue of the DCCs and it was resolved that the institution be disbanded immediately. We also discussed the general state of the party and mechanisms to strengthen our structures,” he said.
President Mugabe also reminded Zanu-PF Central Committee members to be alert as Africa was under siege with erstwhile former colonial masters engaging in covet operations to remove revolutionary political parties from power and replace them with stooges.
He said the continent had lost its revolutionary vigour that characterised the creation of the Organisation of African Unity.
“The revolutionary vigour that was shown then has been lost on the way and today it is as if we never had Addis Ababa of 1963. We bow our heads in disgrace. As we notice year in year out, the enemy is back in control of Africa. The enemy we defeated yesterday and wiped out of Africa is now in control through strategies much more clandestine,” he said.
President Mugabe said the imperialists have changed tactics.
“They control the minds of leaders through the use of money …. enticements of some sorts and friendship which is far from being genuine. They come like a witch at night using money as juju (charms),” he said.
President Mugabe said imperialists use such claims as human rights abuse, lack of rule of law and democracy to recolonise Africa citing the fall of Libya as an example.
“They will use that to say if you harm these norms you are guilty and in some cases so guilty as to be a victim under the International Criminal Court,” he said.
