Experts dismiss draft constitution

Zvamaida Murwira and Farirai Machivenyika
PARTIES in the Global Political Agreement are headed for yet another showdown over the Constitution-making process as some legal experts and political commentators dismissed the final draft handed over to the principals by the management committee.

Members of the Copac management committee finished reviewing the draft before handing it over to the GPA principals last Wednesday.

Legal experts and political commentators yesterday expressed divergent views over the final draft.
Some believe the final draft deviated from what the people said while others felt it was a milestone that would advance Zimbabwe’s democratic systems.

Zanu-PF Politburo member and Tsholotsho North House of Assembly member Professor Jonathan Moyo in an article published in the Sunday Mail yesterday roundly criticised the final draft, saying members of the management committee compromised on sticking issues thereby effectively

Political parties funding: Mutambara left in the cold

Zvamaida Murwira Senior Reporter
DEPUTY Prime Minister Arthur Mutambara’s woes continue to mount as his political party MDC-M has failed to access State funds under the Political Parties Finance Act. Government has disbursed money earmarked for political parties to the Welshman Ncube-led MDC formation leaving the other faction in the cold.

Professor Mutambara had made frantic efforts to secure the money.
He reportedly wrote two letters to Justice and Legal Affairs Minister Patrick Chinamasa arguing that they were entitled to the money.

Zanu-PF and the MDC formations were allocated US$8 million in the 2012 national budget to be shared proportionately according to the number of legislators each political party has in Parliament.

Government introduced funding after outlawing foreign funding of political parties.
This was after it emerged that the MDC was receiving funding from outside, particularly from those countries hostile to Zimbabwe.
