THE City of Harare has witnessed a number of housing developments on State land, Council land and private land. The City wishes to advise as follows:
1. That, in terms of the City of Harare Housing Policy, all home seekers must be registered on the Housing waiting list before an allocation is done or sale process is completed. All home/land seekers in Harare are advised to register on the housing waiting list.
2. Residents must not be duped by land barons and lose money in illegal land sale deals. Individuals and corporates who want to buy land from private developers and or individuals selling their property must first verify the authenticity of the ownership from Council Offices – Department of Housing and Community Services or at District Office.
3. No occupation of land is permissible without the requisite infrastructural development services (water, sewer, roads and storm water drainage). This applies even on land properly allocated)
4. Having noted the extent of dysfunctional settlements, the City of Harare hereby notifies all contractors engaged by Housing Pay Schemes and interested Land Developers who want to work with Housing Pay Scheme to register with Council first before they start their operations.
5. All contractors and land developers are hereby advised to register as no contractor would be allowed to continue carrying out developments without proper registration with Council
6. No land developer is allowed to do work on State Land, Council and private land where there are no approved water, sewer and roads and storm water engineering designs.
7. No construction of houses is allowed without relevant approved architectural drawings.
